The actual position of the ropeway and the

possible diversions is shown on the plan enclosed

under cover of (1) on 92608/32. The ropeway

runs from the Kennedy Road magazines, which are

used by the military to the sea front across the

present Naval Arsenal Yard, which is to be

surrendered by the naval authorities. It is

essential to the military authorities that the

ropeway should be maintained so long as they

continue to use the Kennedy Road magazines.

In consideration of a payment of two million

dollars by the Hong Kong Government the naval

authorities agreed to evacuate the Naval Arsenal Yard, and in paragraph 6 of (1) on 92608/32 the Governor expressed the view, which is apparently accepted by the Admiralty, that the Hong Kong Government is entitled to obtain delivery of the

Yard free from encumbrances.
